Spencer Oliver fcee511f4e build: fix subconfigure parameter issue 
When passing CFLAGS for example through to the jimtcl subconfigure the
quotes were not being preserved.

Spencer Oliver 8c0c259ed6 build: prepend --with-jim-ext=nvp to jimtcl configure 
This allows us to add options to jimtcl configure.
The default autoconf AC_CONFIG_SUBDIRS does not currently support this.
