tcl/board: Add Infineon XMC4700 Relax Kit Series config 

Tested with Relax Kit for 5V Shields:
  J-Link Lite-XMC4200 Rev.1 compiled Oct 14 2015 10:14:50
and with Relax Lite Kit:
  J-Link Lite-XMC4200 Rev.1 compiled Oct 14 2015 10:14:50

Derived from xmc4800-relax.cfg.
