Grammatical cleanup to Tcl Scripting chapter of User's Guide
Changes solely to the Tcl Scripting API chapter of the UG: * Some grammatical cleanup * Fix formatting issues (@example and @verbatim formatting) * Add references to missing OSes OpenBSD, NetBSD and eCos.
