tcl/target: Add Infineon XMC1000 family target config 

Basic target config, verified against XMC1100 AA/AB, XMC1200 AA/AB,
XMC1300 AA/AB manuals.

The default adapter_khz was tested with the XMC1100 Boot Kit.
