Think chip. The ``target'' directory represents the JTAG TAPs
on a chip
which OpenOCD should control, not a board. Two common types of targets
are ARM chips and FPGA or CPLD chips.
When a chip has multiple TAPs (maybe it has both ARM and DSP cores),
the target config file defines all of them.
