ARM11: streamline debug entry
Streamline arm11_on_enter_debug_state() entry: - It should handle the standard updates: * target->debug_reason * target->state - Don't waste time re-reading DSCR; just pass it in Also rename the routine to "arm11_debug_entry()", matching the convention used elsewhere in OpenOCD.__archive__
