Update URLs and names in amdm37x.cfg, no functional changes.

* openocd.berlios.de -> openocd.sourceforge.net
* Update link to AM/DM37x Technical Reference Manual (ver R)
* "ICEpick" is properly spelled "ICEPick" according to TI
