David Brownell <david-b@pacbell.net>: 

Minor fixup to the User's Guide, primarily related to the
handful of commands defined in "startup.tcl"; "help" was
not previously documented.

Also, be more consistent about "Config Command" definitions
(and to be explicit about that doc convention).
