Add .gitattributes file which sets up the eol encoding handling. This will
make sure that we get a uniform eol encoding across different operating
systems.

* Generate a separate synchronous reset for the data clock domain.
* Add missing stage to toggle synchronizers.
* Give a common prefix to CDC elements and add the proper constraints to the
XDC file
* Remove some unnecessary resets
