Compile resource files during configuration.

Added `--compiled-resource` flag, which can be used to invoke `pyrcc5`.
The `pyrcc5` executable can be controlled via the `PYRCC5` environment
variable or the `--pyrcc5` flag. Updated the documentation to reflect
this, including the default build scripts.
